TL;DR

For 25 developers on standard team seats, the yearly bill runs from $5,700 to $12,960 at list price. The two lowest seat prices are GitHub Copilot Business and Amazon Q Developer Pro, at the same seat rate, which sits at the bottom of that range. Claude Team and ChatGPT Business with Codex are $6,000 a year on annual billing, Cursor Teams is $12,000, and Devin's team plan sits at the top. Augment Code's flat team plan costs $240 a year on paper, but its usage pool is shared by the whole team.

  • Top pick: Augment Code (best for: Teams that want one flat bill and can keep a shared usage pool inside the monthly allowance)
  • Top pick price as of October 15, 2026: Augment Code: Standard $20/mo flat, Business $100/mo flat, both up to 50 seats, with one usage pool shared by the team
  • 8 tools compared: Augment Code, GitHub Copilot, Amazon Q Developer, ChatGPT Business (Codex included), Claude Team, Cursor Teams, Devin Team, Sourcegraph Enterprise
  • GitHub Copilot (best for: Teams already on GitHub that want the lowest per-seat bill on this list): Business $19 per granted seat a month; Enterprise $39 per granted seat a month
  • Amazon Q Developer (best for: AWS-heavy teams that need Java and .NET code transformation at scale): Pro $19 per user a month, charged per user with no minimum seats stated
  • ChatGPT Business (Codex included) (best for: Teams that want Codex and ChatGPT on one bill and one admin console): Per user a month for two or more users, cheaper when billed annually than monthly

Most AI coding pricing pages quote a single seat and stop. A team of 25 pays for every seat, and the real bill depends on the billing term, the seat tier and the usage pool each seat draws from. For 25 developers, the tier you buy can move the yearly bill more than the choice of tool does.

Methodology: each price comes from the vendor's own pricing page or docs, checked in October 2026. We priced 25 seats for 12 months at list price.

Where a vendor bills annually we use the annual rate and say so, where it shows only a monthly rate we use that, and we leave out discounts, taxes and overage, since overage depends on how a team works. Gemini Code Assist is not priced because Google's docs say new subscriptions are no longer sold.

Toolradar data: of the 156 AI coding tools we track, 88% have a free, freemium or open-source tier, and the median cheapest paid plan across the 50 that publish a price is $19.50 a month. Multiplied across 25 seats for a year, that median is $5,850, a useful yardstick when a vendor quotes a team price.

1 Augment Code logo
Top Pick

Augment Code

A flat-fee team plan with no per-seat charge for up to 50 developers, drawing on one usage pool that the whole team shares.

Pricing
Standard $20/mo flat, Business $100/mo flat, both up to 50 seats, with one usage pool shared by the team

Best for: Teams that want one flat bill and can keep a shared usage pool inside the monthly allowance

Pros

  • On paper the lowest bill here: $240 a year for 25 developers on Standard, with no seat count to manage
  • Business is a flat monthly fee with a usage pool worth about $4 a developer a month for a team of 25

Cons

  • Standard includes a usage pool of about $0.80 a developer a month for the whole team, which covers light use only
  • Top-ups are pay as you go and Augment's pricing page does not price them, so the real annual bill is open-ended
2 GitHub Copilot logo

GitHub Copilot

Business gives each developer 1,900 AI credits a month, and GitHub prices one credit at $0.01 of usage.

Pricing
Business $19 per granted seat a month; Enterprise $39 per granted seat a month

Best for: Teams already on GitHub that want the lowest per-seat bill on this list

Pros

  • Lowest per-seat price on this list, matched only by Amazon Q Developer Pro
  • Enterprise roughly doubles the credit allowance, to 3,900 per user a month, at its higher seat price

Cons

  • Enterprise at $39 a seat is $11,700 a year for 25 developers, more than double the Business bill
  • The plans page gives credit allowances but no team total, so the bill for heavy use depends on how the team runs agents
3 Amazon Q Developer logo

Amazon Q Developer

The Pro tier adds higher limits, an admin dashboard and IP indemnity over the free tier, with a pooled transformation allowance.

Pricing
Pro $19 per user a month, charged per user with no minimum seats stated

Best for: AWS-heavy teams that need Java and .NET code transformation at scale

Pros

  • The same seat price as Copilot Business, with an admin dashboard and IP indemnity included at Pro
  • The 4,000 lines a month of Java and .NET transformation is pooled across the payer account, so migration work shares one allowance

Cons

  • Agentic request limits on Pro are not printed, so the daily cap is unknown before purchase
  • Transformation beyond the pool costs $0.003 a line, so a large migration adds an open-ended line item
4 ChatGPT Business (Codex included) logo

ChatGPT Business (Codex included)

Codex is included in the Business plan, with ChatGPT credits to extend usage and no training on business data by default.

Pricing
Per user a month for two or more users, cheaper when billed annually than monthly

Best for: Teams that want Codex and ChatGPT on one bill and one admin console

Pros

  • Codex comes inside the seat price, so chat and coding agents share one bill
  • SAML SSO and MFA are included, and business data is not used for training by default

Cons

  • Monthly billing adds $5 a seat, which is $1,500 a year at 25 developers
  • Enterprise is contact-sales only, with no list price on the page
5 Claude Team logo

Claude Team

Standard seats get more usage than Pro, and Premium seats carry five times the standard usage inside the same team.

Pricing
Standard and Premium team seats (Premium $100 a seat a month); Enterprise seat plus API-rate usage

Best for: Teams of 2 to 150 that want Claude Code and mixed seat types on one plan

Pros

  • Claude Code is listed among the Team plan features, and seat types can be mixed within one team
  • Enterprise adds SCIM, audit logs and admin spend limits on top of the Team features

Cons

  • Five premium seats and 20 standard seats come to $10,800 a year on annual billing
  • Enterprise bills usage at API rates on top of the seat, so the total cannot be fixed in advance
6 Cursor Teams logo

Cursor Teams

Teams adds centralized billing and admin tools, shared-context cloud agents, usage analytics and SAML or OIDC SSO to the individual plan.

Pricing
Teams $40 per user a month at the monthly rate; Premium $120 per user a month

Best for: Teams that want an AI-native IDE with centralized billing and SSO

Pros

  • A clean per-user price: 25 seats at the Standard rate come to $12,000 a year
  • Premium seats carry five times the usage of a Standard seat, for heavy agent users only

Cons

  • On-demand usage is billed in arrears after the included pool, so the bill can exceed the seat price
  • The yearly figure uses the monthly Teams rate, so it assumes monthly billing
7 Devin Team logo

Devin Team

A team fee on top of a per-seat price, with centralized billing, an admin dashboard with analytics and priority support.

Pricing
Team $80/mo plus $40/mo per full dev seat, up to 200 users

Best for: Teams that want Devin's agents and Devin Desktop under one admin console

Pros

  • Each full user gets an individual quota and access to Devin Desktop
  • The team tier includes centralized billing and an admin dashboard with analytics

Cons

  • The $80 team fee sits on top of 25 seats, which lifts the yearly bill to $12,960
  • Quotas are described as generous but are not printed as numbers, so the usage ceiling is unknown
8 Sourcegraph Enterprise logo

Sourcegraph Enterprise

An enterprise code platform with AI credits included per user and pooled across the organization, with self-hosted or single-tenant options.

Pricing
Enterprise starts at $16,000 a year on a minimum annual contract; no per-seat list price

Best for: Large codebases that need code search and AI assistance on one platform

Pros

  • Credits for AI features are included per user and pooled across the organization
  • Single-tenant cloud and self-hosted options exist for teams with strict data rules

Cons

  • No per-seat price is listed, so 25 developers cannot be priced from the vendor's page alone
  • The annual minimum is above every standard per-seat bill on this list for 25 developers

What it is

A team AI coding assistant is a per-seat plan that gives each developer an AI tool in the editor, the terminal or both, with one admin console and one bill for the group.

Plans come in three shapes: flat-fee team plans that charge once for the group, per-seat plans with a fixed monthly allowance per developer, and per-seat plans with a premium tier that sells more usage at a higher price. The shape matters as much as the price, because it decides who pays for heavy agent work.

Seat price is the number vendors put first, but it is rarely the whole bill. A usage pool is the allowance a team shares or each developer draws on, and when it runs out, the vendor either bills overage or pushes the developer to a higher tier.

Why it matters

The billing term moves the bill by $1,500 a year at 25 seats on the two vendors that show both rates. ChatGPT Business and Claude Team Standard both price the same way: a lower rate per seat when billed annually, and a higher one when billed monthly.

Annual billing is the cheaper rate, but it locks the seats in for a year. A team still choosing a tool keeps its flexibility by staying on monthly billing and paying the difference.

The usage pool is the second lever. Cursor bills on-demand usage in arrears once the included pool runs out. Claude Enterprise bills usage at API rates on top of its seat, so its total cannot be fixed in advance. Augment Code's flat team plan sets one pool for the whole team, and that pool is the number to check before buying.

Key features to look for

Billing termEssential
Annual billing is the lower rate on ChatGPT Business and Claude Team, a gap of $5 a seat a month. Pick the term once the team knows which seats it will keep.
Usage pool versus seatEssential
A flat team fee caps the seat cost but shares a small pool. A per-seat plan gives each developer a fixed allowance. Overage, top-ups and API-rate billing are where a plan stops being predictable.
Premium seats
Premium seats cost more than Standard seats on both Claude Team and Cursor Teams, and each sells five times the standard usage. Only heavy agent users need them.
Quote-only tiers
Cursor Enterprise, Devin Enterprise and ChatGPT Enterprise show no list price, and Sourcegraph's Enterprise plan starts at $16,000 a year on a minimum annual contract. These are the hardest bills to budget before a sales call.
Data termsEssential
ChatGPT Business and Claude Team both say business data is not used for training by default, and both add SSO and admin controls. Read the data agreement before pointing either at private code, since a default is not a contract.

Pricing

Cost at 25 seats for 12 months, at list price. Each seat plan is the monthly rate times 25 seats times 12 months, except where a vendor bills annually: then the annual rate is used. Augment Code's Standard plan is a flat monthly fee, so its yearly cost is twelve monthly fees. Devin adds a team fee on top of the per-seat charge. Claude Enterprise adds API-rate usage to its seat cost, which this page cannot compute.

Google's Gemini Code Assist overview states that new subscriptions are no longer available for purchase.

Where the order changes: Augment Code's flat fee undercuts every seat plan from two developers up, but its usage pool is the number to check first. Copilot Business costs less than Augment Business for up to five developers, and from six developers the $1,200 flat fee is the lower bill.

Mistakes to avoid
×Comparing monthly list prices with annual ones. ChatGPT Business and Claude Team both charge $5 more a seat when billed monthly, which is $1,500 a year at 25 developers.
×Ignoring the usage pool. Cursor bills on-demand usage in arrears once the included pool runs out, and Claude Enterprise bills usage at API rates on top of the seat.
×Buying premium seats for the whole team. Claude Team Premium costs five times a Standard seat and Cursor Premium three times, for five times the usage in both cases.
Expert tips
→Count the developers who use the tool each week, not the headcount. A 25-seat plan where only 15 people work with the tool weekly pays for 10 idle seats.
→Decide the billing term once usage is known. Annual billing saves $5 a seat a month on ChatGPT Business and Claude Team, but the rate is locked for a year.
→Ask for the data terms in writing. ChatGPT Business and Claude Team both say business data is not used for training by default, so get that default into the contract.

The bottom line

For 25 developers, GitHub Copilot Business or Amazon Q Developer Pro is the lowest seat bill on this list. Augment Code's flat team plan is cheaper on paper, but it leaves the whole team on one small shared usage pool. If the team needs Claude Code or Codex on one admin console, ChatGPT Business and Claude Team sit at $6,000 a year on annual billing.

Cursor Teams and Devin's team plan cost about twice the Copilot Business bill. Pay that difference only if the features are what the team will use every week, and check the usage terms before the first invoice.
