Windsurf Review

Worth a new Pro seat when you want the Windsurf editor, now called Devin Desktop, and a daily quota covers the agent work. A weak buy when the job is autocomplete inside the IDE you already have.

TL;DR

Windsurf is worth it in 2026 when you want that editor, now renamed Devin Desktop, and a new Pro seat at $20/mo covers the agent work. Existing Pro subscribers keep $15/mo. Verified on the Devin pricing page, September 2026. Pick Copilot for autocomplete in the IDE you already use, or Cursor when Tab in that editor is the habit.

A two-person team lands on an $80 monthly minimum before a third full seat, so the duo pays that floor and a third person is a new charge. The free plan still includes unlimited Tab, so autocomplete alone is not a reason to start paying, and the GitHub Copilot review is the completions comparison.

  • Updated: September 25, 2026
  • Best for: Engineers who want one Cognition plan for the IDE and a local agent manager.
  • Price as of September 25, 2026: New Pro is $20/mo; grandfathered Pro keeps its rate; Free includes unlimited Tab.
  • The Windsurf IDE, now Devin Desktop, billed as a daily and weekly quota you have to watch.
  • Vendor: Cognition
  • Product name: Devin Desktop
  • New Pro: Monthly individual seat
  • Alternatives covered: Cursor, GitHub Copilot, Claude Code, Codex

Pros

  • New Pro adds frontier models, Devin Cloud, and extra usage at API list prices, so work can finish after the laptop closes.
  • Tab and inline edits stay unlimited on Free, so autocomplete is not why you upgrade.
  • Two full seats clear the Teams minimum, so a pair does not fund a third person.

Cons

  • No fixed message cap is printed on the live pricing page, so a heavy week shows up on the meter.
  • A flex seat excludes the desktop app, so it cannot staff this editor.
  • The binary renamed to Devin, so an MDM allowlist for Windsurf alone can block the update.

The buying question is no longer whether Windsurf is a second editor next to Cursor. Windsurf is Devin Desktop, and the bill is a Cognition quota rather than a pile of prompt credits you can save for later. A new individual seat is the clean entry if you do not already pay, and a grandfathered seat is the one to keep if you do.

Toolradar data: the September 2026 AI coding ranking evaluated 153 tools. Windsurf and Cursor both have directory pages there.

The longer head-to-head on that site is Windsurf versus Cursor.

How we compared: Devin's pricing page, quota docs, and self-serve billing, the June 2, 2026 rename post, plus Cursor's pricing docs, GitHub's Copilot plans, Claude's pricing page, and OpenAI's Codex pricing, read on September 24, 2026.

The wider set on this site is the AI coding assistants list.

What is Windsurf?

Windsurf is Cognition's desktop IDE, shipped under a new name. On June 2, 2026 the product became Devin Desktop: the same editor, extensions, keybindings, and settings, delivered as an over-the-air update, with the Agent Command Center as the default surface.

Spaces group sessions, pull requests, and files, and a Kanban view shows which local or cloud agent is still running, so the status is visible without opening every session.

Devin Local replaced Cascade as the primary local agent. Cognition's rename post says the new harness is up to 30% more token efficient and adds subagents, so the same task can draw less of the allowance when you run that harness.

That same post kept the legacy Cascade agent available through July 1, 2026, so a Cascade workflow needs a check against Devin Local before the next sprint.

You do not have to run only Cognition's agent. Devin Desktop speaks the Agent Client Protocol, and the launch post lists Codex, Claude Agent, OpenCode, and agents your team builds. Those sessions share the Kanban and a Space, which is why a shop already paying for another agent might still open this editor.

Project rules survive the rename: a root .windsurfrules file is still read, .devin/rules/ wins over .windsurf/rules/, the editor can import .cursor/rules, and AGENTS.md is read too.

The shell command changed from surf to devin-desktop, so a script on the old name will miss the app.

The JetBrains plugin is in maintenance mode, Cascade inside it is deprecated, and newer JetBrains releases can break that plugin, so Cognition points those users at Devin over ACP. The desktop binary also renamed, to Devin.app on macOS and Devin.exe on Windows, so an MDM allowlist that only names Windsurf can block the update.

How Windsurf works

Install the desktop app, open a repo, and describe the change. Devin Local searches the tree, edits files, and can run the checks you already use, so the edits land in the repo rather than in a side chat.

Supercomplete is the Tab behavior: it tries to predict the next edit, not only the next token. Fast Context pulls the files the agent needs before a long prompt, so that prompt is not searching the tree blind.

Quotas replaced prompt credits in March 2026, and each paid plan includes a daily allowance plus a weekly allowance, except Max, which is weekly only and has no daily cap. A long day on Max does not stop when the date changes.

The daily slice is larger than one seventh of the week, so weekend work does not have to give back the rest of the weekly budget. Free models, including the SWE family Cognition names for routine tasks, do not draw the quota, while frontier requests do.

That split is why a cheap-model week can look idle and a frontier week can still empty the meter. When the meter hits zero, Free waits for the next calendar reset and cannot buy through it. Pro, Max, and Teams can buy extra usage at the model's API list price, and a fast mode (SWE-1.5 Fast, or a fast Opus variant) spends that balance faster. The usage meter in the app, and the plan page, show what is left.

On Teams, review and automations draw the shared on-demand credit pool rather than the full seat's included quota, so a busy review setting can empty the credits flex seats also use.

Anyone can open a public GitHub PR on devinreview.com, or swap github.com for devinreview.com in the URL, with no Devin account and no credit spend. That is the free lane for a public repo, and a private repo is a different bill.

After the agent opens the PR, the AI code review list is the next decision, and CodeRabbit is the specialist rather than a second seat on this plan.

Windsurf key features

One editor, several agentsEssential
Devin Local, Devin Cloud, and ACP agents (Codex, Claude Agent, OpenCode, or an in-house agent) share the Kanban and Spaces. You can run local-only agents and skip Cognition's cloud agent. A flex seat on Teams omits the desktop app, so that free login cannot do this job.
Daily and weekly quotasEssential
March 2026 retired prompt credits, so Pro and a Teams full seat refresh on a calendar day and a calendar week, and a quiet Monday does not extend Friday. Max refreshes weekly with no daily cap, which is the plan when a daily reset would cut the work off.
Unlimited Tab on every planEssential
Free includes unlimited Tab completions and inline edits, plus a light agent quota and a shorter model list. Paid plans keep that Tab behavior and add frontier models. Tab does not meter, so an autocomplete-only day is a weak reason to pay.
Cloud handoff
Pro adds Devin Cloud, so a task can keep running after the laptop closes. Free and Pro cap concurrent sessions at 10, while Max and Teams lift that cap, and a flex seat has no cloud access.
Rules that survived the rename
Legacy Windsurf rules still load, .devin/rules takes precedence, and .cursor/rules can be imported, so day one does not start with a rewrite. Enterprise admins can also drop rules, workflows, and skills in a system directory.
SWE-2 Free, with a date on it
The pricing page includes SWE-2 Free in Devin Desktop and the CLI through October 10, 2026, while the homepage advertises unlimited SWE-2. Budget against the dated line, not the banner, because the free model can end while the ad is still up.

Windsurf pricing

Windsurf has no price of its own anymore: the Devin pricing page is the Windsurf price, and the old product pricing URL only sends you there. New Pro is a single user and cannot be shared, so two engineers cannot pass one login around.

It adds frontier models from OpenAI, Claude, Gemini, and SpaceXAI, full model choice, Devin Cloud, and extra usage at API rates.

Max is the individual plan above it, with a larger weekly quota and no daily cap, still one person, so it does not cover a teammate.

Existing subscribers do not move to the new sticker. Quota docs grandfather an existing Pro subscriber at the old rate indefinitely, and an existing Teams subscriber at the old per-seat rate indefinitely. Enterprise contracts, including legacy Windsurf Enterprise, stay on the agreement already signed.

Leftover add-on prompt credits converted at the rate you paid, which Cognition states as $0.04 per credit, so 250 unused credits became $10 of extra usage that you can spend or have refunded.

Teams is the plan that surprises a duo, because the account minimum in the table and each full seat are separate charges. Zero full seats turns the whole minimum into prepaid credit, so the floor is paid before anyone has the editor, and one full seat leaves the remainder as prepaid credit.

Two full seats clear the minimum with nothing extra included, and three or more bill as seat count times the seat price. Flex seats are free, count toward the 200-user cap, draw only shared credits, and do not include Devin Desktop. Past 200 users, the next step is Enterprise, which publishes no list price.

SSO moved off new Teams plans, which is the gap if identity was why five engineers were about to land on the self-serve tier. A team that already bought SSO as an add-on keeps it on the grandfathered plan, and everyone else asks Enterprise for SAML or OIDC, a VPC deploy, and central admin.

Cognition's March 18, 2026 pricing note estimated Pro and Teams at 7 to 27 Premium Plus messages a day (it named Opus 4.6, GPT-5.4, and GPT-5.3-Codex), 8 to 101 on the Premium examples, and 47 to 190 on lightweight models, with a weekly cap on top.

Max was estimated at 42 to 170, 47 to 631, and 291 to 1,190 on those same bands. Those ranges can size a heavy day, and they are not a cap printed on the live pricing page.

The comparison that changes the buy is the seat next to it, not a second Windsurf tier. Cursor's docs price Pro Plus at $60/mo and tell daily agent users to start there if that editor's Tab habit is the one you will keep.

Copilot Pro is $10/mo, and paid plans leave completions outside the credit meter, the smaller bill if you stay in the IDE you have. Claude's annual Pro is $17/mo with Claude Code included, so that login can replace an editor seat, and Max is the monthly step above it.

Codex Go is $8/mo for light tasks on a ChatGPT plan. The rows below are the stickers, verified the same day.

Windsurf pros and cons

What we like

  • New Pro adds frontier models, Devin Cloud, and extra usage at API list prices, so work can finish after the laptop closes.
  • Tab and inline edits stay unlimited on Free, so autocomplete is not why you upgrade.
  • Two full seats clear the Teams minimum, so a pair does not fund a third person.

What could be better

  • No fixed message cap is printed on the live pricing page, so a heavy week shows up on the meter.
  • A flex seat excludes the desktop app, so it cannot staff this editor.
  • The binary renamed to Devin, so an MDM allowlist for Windsurf alone can block the update.

Who Windsurf is for

Windsurf fits a developer who wants the editor and the agent manager in one window, and who will watch a quota instead of a credit counter. Indie hackers get the cleanest new bill on Pro, because one login covers the desktop, the local agent, and Devin Cloud.

Someone already on the old Pro rate should stay there: the grandfathered price is the discount, and cancelling to rebuy would lose it.

Engineering leads have an endpoint task before the next update: allow the Devin binary, and keep ~/.codeium in the policy, because user settings still live there while the app name changes. If the allowlist still says Windsurf, the team never receives the update.

It is the wrong default when the day is Tab-to-accept in VS Code, JetBrains, or Neovim. Paid Copilot leaves those completions off its credit meter inside the IDE already installed, and that is the smaller change if this editor is not where the day happens.

The Cursor review is the editor comparison if Tab inside a dedicated fork is the habit you will not drop. The Cursor versus Copilot note covers that pair without this rename in the middle.

Leave personal Max on the shelf when the company will pay for a full seat, and skip a flex seat if the person needs the desktop app, because that login never includes the IDE.

The bottom line

Pay the new Pro rate if Devin Desktop is the editor you will actually live in, and keep a grandfathered Pro seat if you already have one. Move to Max when the daily cap is what stops the workday. Put a company on Teams only after you count full seats against the minimum, because fewer than two full seats still prepays that floor as credits.

Choose Cursor when Tab inside that editor is the habit you will not move, and Pro Plus is the daily-agent tier its own docs name.

Choose GitHub Copilot when the IDE you already use should keep completions off a meter. Choose Claude Code when the agent should follow the Claude login you already pay for, including the setup walkthrough.

Choose Codex when the ChatGPT plan should be the agent, and check the October 14 retirement before you standardize on GPT-5.5.

The directory records are Windsurf on Toolradar and Copilot on Toolradar. Prompt-to-app tools are a different purchase, covered in vibe coding tools.

Frequently asked questions

Is Windsurf worth it in 2026?
Yes, when you want the Windsurf editor, now called Devin Desktop, and a quota is an acceptable way to pay for agent work. New Pro is the individual entry and includes frontier models plus Devin Cloud, and existing Pro subscribers keep $15/mo. It is the wrong buy when you mainly want unlimited autocomplete in VS Code or JetBrains, where paid Copilot keeps completions off the meter. It is also the wrong buy when the only seat on offer is a flex login that excludes the desktop app.
How much does Windsurf cost?
New Pro is $20/mo for one person, and Max is $200/mo with a weekly quota and no daily cap, still for one person. Teams starts at $80/mo, then $40/mo per full seat, with flex seats free and without the desktop app. Two full seats cost the minimum, three cost $120/mo, and Enterprise publishes no list price. Existing Pro stays at $15/mo and existing Teams seats stay at $30/mo, both indefinitely. Prices were read on the Devin pricing page and quota docs on September 24, 2026.
Is there a free Windsurf plan?
Yes, Free includes a light agent quota, a limited model list, unlimited inline edits, and unlimited Tab, enough to learn the editor and not a week of frontier models. There is no way to buy extra usage, so an empty meter waits for the daily or weekly reset, and free models do not consume the quota. Devin Cloud and full model choice start on Pro. Claude's free plan is a different product and does not include Claude Code.
Did Windsurf shut down?
No: on June 2, 2026 Cognition renamed it Devin Desktop and shipped the change as an update, so plans, extensions, and in-progress work carry over. The IDE remains, with the Agent Command Center in front, Cascade's replacement is Devin Local, and the June 2 post kept the old Cascade agent available through July 1, 2026. The JetBrains plugin is the piece in maintenance mode, not the desktop IDE, so a plugin failure is not a shutdown of the product.
How does Windsurf compare with Cursor?
Both are AI editors with unlimited Tab on the plans that include it, and the editor you keep open matters more than a matching monthly sticker. Cursor's docs put Pro Plus at $60/mo for daily agent users, with Ultra at the same sticker as Windsurf Max. Cursor Teams includes SSO at $40/user/mo while new Windsurf Teams does not, and Cursor also charges Teams $0.25 per million tokens on third-party models, so the team bill can move after the seat price.
What happens when Windsurf hits its limit?
Free waits for the next daily or weekly reset, while Pro, Teams, and Max can buy extra usage at the model's API list price, and fast modes cost more per token. Max has no daily cap, only a weekly one, whereas Pro and a Teams full seat have both, so Pro can stop at midday with weekly allowance still left. Cognition does not print a fixed message allowance on the live pricing page, and its March 18, 2026 note estimated 7 to 27 Premium Plus messages a day on Pro, which is a planning range, not a contract.
