- 5 plans compared: Free, Pro, Max, Teams, Enterprise
- Free (best for: Trying the editor and its completions): $0
- Pro (best for: Most individual developers): $20/mo
- Max (best for: Developers who run agents all day): $200/mo
- Teams (best for: Teams that want one invoice and an admin dashboard): $40/mo per full seat, $80/mo minimum
Windsurf, sold as Devin Desktop since June 2, 2026, costs $0 on Free, $20 a month on Pro and $200 a month on Max, per Devin's pricing page and billing docs read on October 18, 2026. Teams costs $40 a month per full seat with an $80 monthly minimum, and Enterprise is a custom contract. Paid plans include a daily and weekly usage quota, and anything past it is billed at API prices for the model you pick.
Our view: Pro is the right plan for almost every individual developer, because the quota covers the editor and the cloud agent, and extra usage on cheap models costs little. Max only makes sense once you would otherwise buy more extra usage than the gap between the two plans. If you came here from a Windsurf bookmark, windsurf.com/pricing now redirects to devin.ai/pricing; the plans below are the ones it shows.
| Plan | Price | Users | Usage included | Best for |
|---|---|---|---|---|
| Free | $0 | 1 | Light quota, limited models, unlimited Tab and inline edits | Trying the editor and its completions |
| Pro | $20/mo | 1 | Daily and weekly quota, all models, Devin Cloud agents | Most individual developers |
| Max | $200/mo | 1 | Significantly larger weekly quota, no daily cap | Developers who run agents all day |
| Teams | $40/mo per full seat, $80/mo minimum | Up to 200 | Pro-level quota per full seat, shared on-demand credits | Teams that want one invoice and an admin dashboard |
| Enterprise | Custom | Custom | Contract, billed in ACUs | SSO, VPC deployment, dedicated support |
Toolradar data: Toolradar, the software directory we run, evaluated 179 AI coding tools for its ranking, updated October 16, 2026. Devin is listed there as an alternative to 102 other tools, third of the 180 AI coding products in its directory, so the rename put Windsurf's editor inside one of the most cross-shopped brands in the category. The old Windsurf record still exists for the editor.
What changed: from Windsurf credits to Devin quotas
Two changes stacked up in 2026. In March, Windsurf replaced its prompt-credit system with quota-based usage, so plans stopped selling a number of prompts and started including a daily and weekly budget measured in model tokens. Then on June 2, the editor became Devin Desktop, and Devin's FAQ for the move states that plans and pricing did not change with the rename.
The quota is spent by tokens, not by requests. A short question with a few files in context costs little; a long agent session over a large codebase costs more, and the cost per token depends on the model. The Free plan's models and Cognition's own SWE models are the cheap end; frontier models from Anthropic and OpenAI are the expensive end.
Existing subscribers kept their old prices. Devin's quota doc says Pro subscribers who paid $15 a month are grandfathered at that price indefinitely, and Teams customers keep $30 per seat. Unused add-on credits were converted into extra-usage dollars at $10 per 250 credits, the $0.04 a credit they were sold for, and that balance can be refunded on request.
Free: what you get without paying
The Free plan includes a light quota for agent work, unlimited Tab completions and unlimited inline edits, and limited model availability; the models doc says Free users only get SWE-1.6. When the quota runs out, Free users wait for the next daily or weekly reset, since extra usage is a paid-plan feature.
That makes Free a fair way to judge Tab and the editor, but not the agent. A developer who wants to see what Devin Local or Cascade does on a real refactor will hit the quota quickly and needs Pro to test with frontier models.
Pro: the default plan
Pro adds increased quotas, the full model list (OpenAI, Anthropic, Google and SpaceXAI frontier models plus open-source ones), access to Devin Cloud agents, and the option to buy extra usage. The quota covers Devin sessions, Devin CLI and Devin Desktop from the same pool, and Slack, Linear and MCP integrations are included.
The daily allowance is larger than one seventh of the weekly one, so a developer can work through a weekend without losing weekly capacity, but also cannot spend a whole week's budget on a Monday. Devin's FAQ says most users never hit their limits; anyone who does keeps working on extra usage instead of stopping.
Pro is single-user and cannot be shared, so a second developer needs a second Pro plan or a move to Teams, where the admin dashboard and shared credits start to earn their keep.
Max: when the bigger quota pays
Max includes everything in Pro with a significantly larger weekly quota and no daily cap. Devin does not publish the quota sizes, so the decision is a price comparison: Max costs $180 a month more than Pro, so it only pays if you would otherwise buy more than $180 of extra usage a month on Pro.
Check your usage meter for two or three weeks before upgrading, because one heavy sprint is not a pattern. A developer who runs out mostly on frontier models may be better served by switching routine work to a cheaper model than by paying for Max.
What extra usage costs
Extra usage is billed at API list prices for the model you use, per token. It is the line that turns a Pro plan into a larger bill, so the model choice matters more than the plan. These are the self-serve rates on Devin's models page, per million tokens:
| Model | Input | Output | Cache read |
|---|---|---|---|
| Claude Opus 4.6 | $5.00 | $25.00 | $0.50 |
| Claude Sonnet 4.6 | $3.00 | $15.00 | $0.30 |
| GPT-5.4 | $2.50 | $15.00 | $0.25 |
| SWE-2 (list price) | $3.00 | $15.00 | $0.30 |
| Gemini 3.7 Flash (introductory, through December 31, 2026) | $0.75 | $3.75 | $0.075 |
| SWE-1.6 | $0.50 | $2.50 | $0.20 |
Our cost model: a heavy month of 10 million uncached input tokens and 1 million output tokens past the quota costs $75 on Claude Opus 4.6, $45 on Sonnet 4.6 or SWE-2, $40 on GPT-5.4 and $7.50 on SWE-1.6. Real sessions reuse context, and cache reads cost well under the fresh input rate on every model above, so actual bills land lower; the ratio between models is the point. Fast and priority variants cost more, and Devin's quota doc says the quota never limits extra usage once you choose to buy it.
SWE-2 was free on self-serve plans until mid-October 2026; Devin's pricing page dated that promotion through October 16, and list pricing applies after it. If your GPT usage runs through an eligible ChatGPT Go, Plus or Pro subscription, the billing doc says it does not count against your Devin allowance.
Teams: full seats, flex seats and the minimum
Teams supports up to 200 users. The pricing page phrases it as "$80/month for team plan + $40/mo per full dev seat", and the billing doc explains how that combines: the team fee is a monthly minimum, and full seats count toward it. With one full seat, the rest of the minimum is charged as prepaid on-demand credits; from two full seats up, the bill is the seat price times the number of full seats.
Each full seat includes a Pro-equivalent daily and weekly quota and Devin Desktop access. Flex seats are free, draw only on the team's shared on-demand credits, and do not include Devin Desktop, so they suit reviewers or occasional users of Devin Cloud, not daily editor users. On-demand credits roll over month to month and never expire.
Two Teams gaps matter to a security team. New Teams plans do not include SSO, which is now Enterprise-only, and the plan has no VPC deployment. Seat-by-seat team totals against Cursor are in our Cursor vs Windsurf comparison.
Trials and cancellations
Free trials of paid plans exist, but Devin's usage doc calls them a promotional offer shown only to some customers, and generally not to anyone who has used Devin, Windsurf or Codeium before. Its alternative is a refund on request before using a new subscription. Individual plans can be cancelled at any time and keep their features to the end of the billing period, then drop to Free.

Which Windsurf plan to pick
Pick Free to judge Tab completions and the editor. Pick Pro for real work with frontier models and the cloud agent, and route routine edits to a cheap model so the quota lasts. Pick Max only if your meter shows you buying more extra usage than the price gap every month. Pick Teams once two or more people need Devin Desktop under one bill, and Enterprise if SSO is a requirement.
For the product itself, see our Windsurf review. Prices for the alternatives are in Cursor pricing, Claude Code pricing and GitHub Copilot pricing, and AI coding assistant pricing compares the field in one table. How we checked these prices
Louis Corneloup, founder of Dupple and Toolradar, wrote this page from Devin's pricing page, the self-serve billing doc, the quota-based usage doc, the plans and usage doc, the Devin Desktop FAQ and the models page, all read on October 18, 2026. Scenario token volumes are our inputs; every rate is Devin's. Devshot runs no test lab, so nothing here is a benchmark. Editorial rules are on the Devshot about page.
FAQ
How much does Windsurf cost in 2026?
Windsurf, now called Devin Desktop, is free on the Free plan, $20 a month on Pro and $200 a month on Max, per Devin's pricing page on October 18, 2026. Teams costs $40 a month per full seat with an $80 monthly minimum, and Enterprise is custom. Usage past each plan's quota is billed at API prices for the chosen model.
Is Windsurf still available?
Yes, under a new name. Windsurf became Devin Desktop on June 2, 2026, as an over-the-air update, and windsurf.com/pricing now redirects to devin.ai/pricing. Devin's FAQ says the editor, extensions and settings carry over and that plans and pricing did not change with the rename.
What happened to Windsurf credits?
In March 2026, quota-based usage replaced the prompt-credit system. Plans now include a daily and weekly token budget, and remaining add-on credits were converted to extra-usage dollars at $10 per 250 credits, refundable on request. Pro subscribers on the old $15 price keep it indefinitely.
Is Windsurf Max worth it?
Only for heavy agent users. Max adds a significantly larger weekly quota with no daily cap, but Devin does not publish the quota sizes. Since it costs $180 more a month than Pro, it pays for itself only if you would buy more than that in extra usage on Pro.
Does Windsurf Teams include SSO?
No. New Teams plans do not include SSO, which is now an Enterprise-only feature; teams that bought SSO as an add-on before keep it under their grandfathered plan. Teams does include up to 200 users, centralized billing, an admin dashboard with analytics and priority support.
What happens when I hit my Windsurf quota?
On Free, you wait for the next daily or weekly reset. On Pro, Max and Teams, you can buy extra usage and keep working, billed at the model's API list price per token. On Teams, on-demand credits are shared across members and never expire.
